A. Why Israel helped create Hamas
Since the founding of Hamas in 1987, Israeli, American and Palestinian officials have repeatedly acknowledged that Israel did indeed help create and fund the Islamist group.
The point made by many of these officials is not that Israel “allowed” the rise of Hamas or that Hamas emerged in response to Israeli “occupation” of Palestine. Rather, their point was and is that Israel’s intelligence agencies actively helped create and finance the Hamas group.
As the officials cited below make clear, the overall goal of supporting Hamas has been to thwart the creation of a Palestinian state and avert the implementation of a two-state solution to the Palestine question. From Israel’s perspective, a two-state solution would reduce Israel’s territory to the internationally recognized pre-1967 borders, prohibit any future territorial expansion, and prevent the recognition of Jerusalem as Israel’s capital city.
More specifically, supporting the Islamist Hamas group has served several Israeli objectives at once: first, it undermined Yasser Arafat’s secular nationalist PLO; second, it helped prevent the implementation of the 1993 Oslo Accords; third, it undermined the Palestinian National Authority and isolated Gaza from the Westbank; fourth, it impeded Western support for the Palestinian cause; and fifth, it justified Israeli (counter-)attacks on Palestinian territory.
In other words, by secretly supporting a group that does not recognize the existence of the state of Israel and does not accept a two-state solution, Israel does not have to accept the existence of a Palestinian state and does not have to support a two-state solution, either.
It is sometimes argued that while Israel initially supported the creation of Hamas, the Islamist group got out of control and Israeli officials came to regret their support (the “blowback theory video”).
While this is certainly true for some Israeli officials and for the Israeli population affected by Hamas rockets and terrorist attacks, it is not true for Israeli grand strategists, as the quotes below make clear: for them, Hamas has continued to serve its intended purpose even after the Oslo Accords in 1993 and after Israel’s withdrawal from the Gaza Strip in 2005.
For the grand strategists, the presence of Hamas in the remaining Palestinian territories might provide, one day, the necessary pretext for a “final solution” to the Palestinian question.
B. “A creature of Israel”
The following sections provide a chronological overview of insider statements on the creation of Hamas made since 1981 by Israeli, American and Palestinian officials.
These officials include a former Israeli military governor of the Gaza Strip, an Israeli military intelligence chief, two Israeli intelligence whistleblowers, a retired IDF Major General, Israeli Prime Minister Benjamin Netanyahu and other Israeli politicians, as well as former American government and intelligence officials, late PLO leader Yasser Arafat, and an early Hamas leader.
1) Yitzhak Segev, Gaza military governor (1981/1986)
Already in 1986, one year before the official founding of Hamas, New York Times Jerusalem bureau chief, David K. Shipler, revealed how Israel supported the Islamic movement in the Gaza Strip that would give rise to the Hamas group. Referring to Israel’s military governor of the Gaza Strip, Brigadier General Yitzhak Segev, Shipler noted in his book, “Arab and Jew”:
Politically speaking, Islamic fundamentalists were sometimes regarded as useful to Israel because they had their conflicts with the secular supporters of the PLO. Violence between the groups erupted occasionally on West Bank university campuses, and the Israeli military governor of the Gaza Strip, Brigadier General Yitzhak Segev, once told me how he had financed the Islamic movement as a counterweight to the PLO and the Communists. “The Israeli Government gave me a budget and the military government gives to the mosques,” he said. During the May 2021 Israel-Palestine crisis, Shipler reiterated these statements in a letter to the New York Times and emphasized the active role played by Israeli authorities:
“Nicholas Kristof is right when he mentions that Israel once allowed the rise of Hamas as a counterweight to the Palestine Liberation Organization. But Israel did much more than “allow.”
In 1981, Brig. Gen. Yitzhak Segev, Israel’s military governor of Gaza, told me that he was giving money to the Muslim Brotherhood, the precursor of Hamas, on the instruction of the Israeli authorities. The funding was intended to tilt power away from both Communist and Palestinian nationalist movements in Gaza, which Israel considered more threatening than the fundamentalists.
Judging by a distressed phone call I got later from the army spokesman, General Segev’s superiors were not happy with his disclosure of a practice that did not look very clever, even at the time. They thought incorrectly — but apparently wished — that he had made his comments off the record.”

2) Israeli intelligence whistleblowers (1992/1994)
In 1992, Israeli military intelligence whistleblower, Ari Ben-Menashe, revealed [In his book: Profits of War – 1992] how Israeli intelligence agencies were using “Palestinian terrorists” to sabotage the Palestinian cause:
“The slush fund helped finance the intelligence community’s “black” operations around the world. These included funding Israeli-controlled “Palestinian terrorists” who would commit crimes in the name of the Palestinian revolution, but were actually pulling them off, usually unwittingly, as part of the Israeli propaganda machine.”
In his 1994 book, The Other Side of Deception, former Mossad case officer and whistleblower Victor Ostrovsky revealed how the Mossad secretly supported Hamas:
“Supporting the radical elements of Muslim fundamentalism sat well with the Mossad’s general plan for the region. An Arab world run by fundamentalists would not be a party to any negotiations with the West, thus leaving Israel again as the only democratic, rational country in the region. And if the Mossad could arrange for the Hamas (Palestinian fundamentalists) to take over the Palestinian streets from the PLO, then the picture would be complete.”

3) Guela Amir, mother of ‘Rabin assassin’ Yigal Amir (1997)
In March 1997, John F. Kennedy Jr. published an article by Guela Amir, mother of Yigal Amir, the alleged assassin of Israeli prime minister Yitzhak Rabin.
Guela Amir recalled the Hamas terrorist attacks in the wake of the 1993 Oslo Accords signed by Rabin and provided some evidence that her son was part of an Israeli intelligence plot to remove Rabin and prevent the recognition of a Palestinian state. John F. Kennedy Jr. died two years later in a mysterious plane crash.
“In September 1993, the Rabin government signed the Oslo accords with the Palestine Liberation Organization (PLO). The accords, and the series of terror bombings [by Hamas] that followed their implementation, brought thousands of previously apolitical Israelis into the streets and onto the barricades in embittered protest. These neophyte activists poured into the pre-existing right-wing groups and placed themselves at the disposal of experienced organizers such as [Shin Bet informant] Avishai Raviv. One of these new activists was my son Yigal.”

4) US government and intelligence officials (UPI, 2001)
In a February 2001 article, American news agency UPI revealed how “Israel gave major aid to Hamas”, quoting several current and former US government and intelligence officials:
Israel and Hamas may currently be locked in deadly combat [the Second Intifada], but, according to several current and former U.S. intelligence officials, beginning in the late 1970s, Tel Aviv gave direct and indirect financial aid to Hamas over a period of years.
Israel “aided Hamas directly — the Israelis wanted to use it as a counterbalance to the PLO,” said Tony Cordesman, Middle East analyst for the Center for Strategic Studies.
Israel’s support for Hamas “was a direct attempt to divide and dilute support for a strong, secular PLO by using a competing religious alternative,” said a former senior CIA official.
Funds for the movement came from the oil-producing states and directly and indirectly from Israel, according to U.S. intelligence officials. The PLO was secular and leftist and promoted Palestinian nationalism. Hamas wanted set up a transnational state under the rule of Islam, much like Khomeini’s Iran.
“The thinking on the part of some of the right-wing Israeli establishment was that Hamas and the other groups, if they gained control, would refuse to have anything to do with the peace process and would torpedo any agreements put in place,” said a U.S. government official. “Israel would still be the only democracy in the region for the United States to deal with,” he said.
Former State Department counter-terrorism official Larry Johnson told UPI: “The Israelis are their own worst enemies when it comes to fighting terrorism. They are like a guy who sets fire to his hair and then tries to put it out by hitting it with a hammer. They do more to incite and sustain terrorism than curb it.”

5) PLO leader Yasser Arafat (2001)
In December 2001, during the Second Intifida, PLO leader Yasser Arafat gave interviews to two leading Italian newspapers and discussed the origins and financing of Hamas.
In an interview with L’Espresso, Arafat stated:
“Hamas was constituted with the support of Israel. The aim was to create an organization antagonistic to the PLO. They received financing and training from Israel. They have continued to benefit from permits and authorizations, while we have been limited, even to build a tomato factory. Rabin himself defined it as a fatal error. Some collaborationists of Israel are involved in these [terror] attacks,” he said. “We have proof, and we are placing it at the disposal of the Italian government.”
In an interview with Corriere della Sera, Arafat stated:
“We are doing everything to stop the violence. But Hamas is a creature of Israel which at the time of Prime Minister [Yitzhak] Shamir [the late 1980s, when Hamas arose], gave them money and more than 700 institutions, among them schools, universities and mosques. Even [former Israeli Prime Minister Yitzhak] Rabin ended up admitting it, when I charged him with it, in the presence of [Egpytian President Hosni] Mubarak.”

6) Charles Freeman, US diplomat and ambassador (2006)
In his 2006 book, Devil’s Game: How the United States Helped Unleash Fundamentalist Islam, American investigative journalist Robert Dreyfuss explored “Israel’s Islamists” and quoted American diplomat and former US ambassador to Saudi Arabia, Charles Freeman:
“Israel started Hamas,” says Charles Freeman, the veteran U.S. diplomat and former U.S. ambassador to Saudi Arabia. “It was a project of Shin Bet [the Israeli domestic intelligence agency], which had a feeling that they could use it to hem in the PLO.”

7) Amos Yadlin, Israeli military intelligence chief (2007)
In June 2007, during the Battle of Gaza between Hamas and Fatah, the US Ambassador to Israel quoted Israeli Defense Intelligence Chief, Amos Yadlin, in a memo later published by Wikileaks:
“Although not necessarily reflecting a GOI [government of Israel] consensus view, Yadlin said Israel would be “happy” if Hamas took over Gaza because the IDF could then deal with Gaza as a hostile state.”

8) Former Israeli and Hamas officials (WSJ, 2009)
In January 2009, during the first Gaza War, the Wallstreet Journal reviewed “How Israel Helped to Spawn Hamas” and quoted several Israeli officials who had worked in Gaza:
“Hamas, to my great regret, is Israel’s creation,” says Avner Cohen, a Tunisian-born Jew who worked in Gaza for more than two decades. Responsible for religious affairs in the region until 1994, Mr. Cohen watched the Islamist movement take shape, muscle aside secular Palestinian rivals and then morph into what is today Hamas, a militant group that is sworn to Israel’s destruction.
2018 Conversations host Harry Kreisler welcomes author Avner Cohen for a discussion of his new book The Worst-Kept Secret: Israel’s Bargain with the Bomb.
Instead of trying to curb Gaza’s Islamists from the outset, says Mr. Cohen, Israel for years tolerated and, in some cases, encouraged them as a counterweight to the secular nationalists of the Palestine Liberation Organization and its dominant faction, Yasser Arafat’s Fatah. Israel cooperated with a crippled, half-blind cleric named Sheikh Ahmed Yassin, even as he was laying the foundations for what would become Hamas.
“When I look back at the chain of events I think we made a mistake,” says David Hacham, who worked in Gaza in the late 1980s and early ’90s as an Arab-affairs expert in the Israeli military. “But at the time nobody thought about the possible results.”
A leader of Birzeit’s Islamist faction at the time was Mahmoud Musleh, now a pro-Hamas member of a Palestinian legislature elected in 2006. He recalls how usually aggressive Israeli security forces stood back and let conflagration develop. He denies any collusion between his own camp and the Israelis, but says “they hoped we would become an alternative to the PLO.”

9) Avi Primor, former Israeli Ambassador (2014)
In an August 2014 interview on Israeli television channel i24News, former Israeli Ambassador to Germany and the EU, Avi Primor, emphasized that Hamas had been created by Israel:
“It was the Israeli government, it was us who created Hamas, in order to create a counterweight to [Yasser Arafat’s] Fatah at the time. And we thought it would be a religious organization that would quarrel with Fatah, we couldn’t foresee what would become of it, but it’s our creation, these are the facts.”
10) Bezalel Smotrich, Israeli finance minister (2015)
In an October 2015 interview with Knesset TV, Bezalel Smotrich, leader of Israel’s Religious Zionist Party and future Israeli Finance Minister, described Hamas as an “asset” to Israel:
“The [Palestinian Authority] is a burden and Hamas is an asset. On the same international field, in this game of delegitimization, and think about it for a moment, the [PA] is a burden and Hamas is an asset. It’s a terrorist organization.
No one will recognize it. No one will give it status at the [International Criminal Court]. No one will let it put forth a resolution at the UN security council. Then would we need an American veto? Or would we not need an American veto? ()
Given that the main game, the central court, where we play now, is the international delegitimization, there [PA leader Abbas] is beating us in significant spaces. And Hamas, at this point and in my opinion, will be an asset. I don’t think I have to worry about [Hamas].”

11) Major General Gershon Hacohen (2019)
In a May 2019 interview with Israeli news website Ynet, retired Israeli Major General Gershon Hacohen, a conservative associate of Benjamin Netanyahu, made the following statement:
“The truth must be told, Netanyahu’s strategy is to prevent the two-state option, and that is why he made Hamas his closest partner. In the visible dimension Hamas is an enemy, in the hidden dimension it is an ally.”
In August 2021, former Israeli politician Haim Ramon, referring to Hacohen’s statement, added that the Bennet government “adopted the concept of separating the West Bank and the Gaza Strip in order to weaken the Palestinian Authority and strengthen Hamas.”

12) Benjamin Netanyahu, Israeli Prime Minister (2019)
In October 2023, Israeli newspaper Haaretz discussed a March 2019 Likud party meeting during which Israeli Prime Minister Benjamin Netanyahu explained his strategy of allowing Qatar to keep funding Hamas in Gaza in order to isolate Gaza from the West Bank:
“Anyone who wants to thwart the establishment of a Palestinian state has to support bolstering Hamas and transferring money to Hamas.” () “This is part of our strategy – to isolate the Palestinians in Gaza from the Palestinians in the West Bank.”
In February 2020, former Israeli Defense Minister Avigdor Liberman revealed how Prime Minister Netanyahu secretely asked Qatar to keep funding Hamas:
Mossad chief Yossi Cohen and the top officer of the Israel Defense Forces in charge of Gaza, Herzi Halevi, visited Qatar earlier this month on the instructions of Prime Minister Benjamin Netanyahu to plead with its leaders to continue their periodical payments to Hamas, Yisrael Beytenu party chief Avigdor Liberman claimed Saturday night.
“Both Egypt and Qatar are angry with Hamas and planned to cut ties with them. Suddenly Netanyahu appears as the defender of Hamas, as though it was an environmental organization. This is a policy of submission to terror,” he said, adding that Israel was paying Hamas “protection money” to maintain the calm. ()
With Israel’s approval, Qatar since 2018 has periodically provided millions of dollars in cash to Hamas to pay for fuel for the Strip’s power plant, allow the group to pay its civil servants and provide aid to tens of thousands of impoverished families.

13) Yossi Beilin, former Israeli foreign minister (2023)
In October 2023, after an unprecedented Hamas attack on Israel, former Israeli Foreign Minister and architect of the 1993 Oslo Accords, Yossi Beilin, told German public broadcaster ZDF in an interview:
“It was Netanyahu who strengthened Hamas. Not supported, of course. But between the PLO and Hamas, he has always favored Hamas because they do not want a two-state solution. Hamas does not want a partition of the country, they want the the whole country. That’s why it was easier to deal with them than with the “National Movement”, which calls for a partition of the country and a two-state solution.”

C. What about other designated terrorist groups?
Hamas is not the only designated terrorist group secretly created or supported by intelligence services. In fact, since World War II most high-profile “Palestinian”, “Islamist” and “Communist” terrorist groups have to some extent been controlled by Western or Israeli intelligence services.
One of the most notorious “Palestinian” terrorists of the Cold War era was Abu Nidal. Yet in 1992, British-Jewish investigative journalist and Middle East expert, Patrick Abram Seale, revealed in his book “Abu Nidal: A Gun for Hire” that Abu Nidal was in fact a Mossad asset who repeatedly sabotaged the Palestinian cause by committing senseless acts of terrorism without ever targeting Israel.
Another “top terrorist” of the Cold War era was Carlos “The Jackal” Ramirez. Yet in 1981, American-Jewish investigative journalist Seymour Hersh revealed that Carlos Ramirez was being protected by American and British intelligence services and was partying in London. In addition, in 1999 a senior French intelligence operative tasked with capturing Ramirez stated that for years, Ramirez had been protected by the Israeli Mossad, which had prevented his arrest several times.
In 1986, ABC News Nightline revealed that other leading Cold War terrorist groups, including the Italian “Red Brigades”, the Palestinian “Black September”, and even the Irish IRA, were secretly trained and equipped in Libya by “former” CIA operatives and US Army Special Forces. Italian investigative journalists later found that the leadership of the “Red Brigades” had secret contacts to Italian military intelligence SISMI and to a CIA front organization disguised as a “language school”.
Also in 1986, German authorities admitted that a bombing attributed to the German “Red Army Faction” terrorist group had in fact been carried out by German domestic intelligence and the GSG 9 police tactical unit. The operation was overseen by Minister President Ernst Albrecht, the father of Ursula von der Leyen, who in 2019 became President of the European Commission.
In 1992, Israeli military intelligence whistleblower Ari Ben-Menashe revealed how the Mossad had secretly used the “Palestinian Liberation Front” and other such groups to “commit crimes in the name of the Palestinian revolution”, as this was “the best kind of anti-Palestinian propaganda”.
Beginning in the 1980s, the CIA built up the infamous “Al Qaeda” network of Islamist militants, including Saudi businessman Osama bin Laden, to fight the Soviets in Afghanistan (Operation Cyclone). In the 1990s, this same group of Islamists was deployed to Bosnia and Kosovo in Yugoslavia to fight the Orthodox Christian Serbs and to Chechnya in the Caucasus to fight the Russians.
In 2001, the US government blamed 9/11 and the anthrax letters on “Al Qaeda” terrorists, but the mostly Saudi men turned out to be incompetent patsies monitored by US and Israeli intelligence services, which together pulled off 9/11 and the anthrax letters as simulated false flag attacks to initiate a bogus “global war on terror” and the disastrous invasions of Afghanistan and Iraq.
Many other “terrorist attacks” attributed to Al Qaeda turned out to be simulated events, including the “London bombings” in 2005 and the notorious “Boston Marathon bombing” in 2013. That same year, Canadian RCMP and CSIS intelligence officers posing as Al Qaeda operatives tried to pull off a staged terrorist attack on Canada Day festivities, but the plot was exposed and had to be aborted.
Ten years after 9/11, in the wake of the engineered “Arab Spring”, actual Al Qaeda militants were sent to Libya to help overthrow Muammar Gaddafi and to Syria to help overthrow Bashar al Assad, the last two Arab leaders not yet aligned with the United States and NATO.
In 2013, former Al Qaeda operative Sheik Nabil Naiim stated that Al Qaeda was indeed led by agents of the CIA. Already in 2007, the US Pentagon had to admit that the supposed Al Qaeda leader in Iraq, Abdullah al-Baghdadi, was in fact a non-existent phantom whose voice was played by an actor.
In Syria, Al Qaeda militants perpetrated several false-flag chemical attacks to trigger a direct NATO intervention. One such attack was even staged by the BBC and a British military contractor. Nevertheless, the planned regime change failed because the Russians intervened first.
In response, Western intelligence services created and deployed an even more aggressive terrorist group, ISIS, which was secretly supplied via NATO member Turkey and, in return, secretly exported stolen Syrian and Iraqi oil to world markets via the Turkish Ceyhan terminal.
ISIS simultaneously attacked Syrian government forces and provided the necessary pretext for NATO airstrikes in Syria by claiming responsibility for several simulated “terrorist attacks” in American and European cities, such as the poorly simulated “Brussels bombings” in March 2016.
When ISIS, too, was being defeated by the Syrians and Russians, the US finally switched to Kurdish SDF forces and managed to at least occupy eastern Syria and most Syrian oil fields.

In conclusion, most of the history of modern terrorism, not just since 2001, but really since World War II, has been a deception manufactured by Western and Israeli intelligence services.

Most of us have been aware of Hamas for decades now. They are widely recognized as a radical Muslim terrorist group committed to the destruction of Israel. Hamas holds the official designation of a “terrorist group” by both the United States and the European Union, and they govern Gaza with a ruthlessly firm hand. Their actions, including rocket, mortar, and suicide attacks, have resulted in numerous Israeli casualties over the decades. However, what’s not as widely known is that Hamas owes its existence to Israel and the United States. These two allies played a significant role in the formation and creation of this terror group. Back in the 1970s, the U.S. and Israel took a fringe group of Palestinian Islamists and transformed them into one of the world’s most notorious and deadly terror organizations ever.
This isn’t a conspiracy theory. Listen to former Israeli officials such as Brig. Gen. Yitzhak Segev, who was the Israeli military governor in Gaza in the early 1980s. Segev later told a New York Times reporter that he had helped finance the Palestinian Islamist movement as a “counterweight” to the secularists and leftists of the Palestine Liberation Organization and the Fatah party, led by Yasser Arafat (who himself referred to Hamas as “a creature of Israel.”)
“The Israeli government gave me a budget,” the retired brigadier general confessed, “and the military government gives to the mosques.”
“Hamas, to my great regret, is Israel’s creation,” Avner Cohen, a former Israeli religious affairs official who worked in Gaza for more than two decades, told the Wall Street Journal in 2009. Back in the mid-1980s, Cohen even wrote an official report to his superiors warning them not to play divide-and-rule in the Occupied Territories, by backing Palestinian Islamists against Palestinian secularists. “I … suggest focusing our efforts on finding ways to break up this monster before this reality jumps in our face,” he wrote.
They didn’t listen to him. And Hamas, as I explain in the fifth installment of my short film series for The Intercept on blowback, was the result. To be clear: First, the Israelis helped build up a militant strain of Palestinian political Islam, in the form of Hamas and its Muslim Brotherhood precursors; then, the Israelis switched tack and tried to bomb, besiege, and blockade it out of existence.
While this information has been accessible for quite some time, no one has explained it as effectively as our own Ron Paul back in the day. He revealed how the United States and Israel played a role in the creation of Hamas as a countermeasure against Yasser Arafat, the Palestinian political leader and chairman of the Palestine Liberation Organization (PLO).

Sadly, this isn’t really “shocking” news when you consider the history of the United States. Many of the terrorist groups currently in existence have been influenced or supported in some way by the United States. This often happens when the U.S. is involved in funding wars or supporting certain groups labelled as “rebels.” As time passes, these same “rebels” we once supported often become our sworn enemies, perpetuating the cycle of endless forever wars.

Ron Paul: Israel Created Hamas to Fight Yasser Arafat, PLO
As the death toll from the Israel government’s air strikes increases and its military prepares for a ground invasion of Gaza that the Israeli government justifies as a response to Hamas hostilities, consider former Rep. Ron Paul’s January 9, 2009 speech on the US House of Representatives floor explaining that Israel helped encourage the growth of Hamas to counteract the Palestine Liberation Organization.
Paul, RPI’s chairman and founder, proceeds to discuss in the speech the similarity between Israel’s past actions regarding Hamas and the US Central Intelligence Agency’s support for radicalizing Muslims to compete with the Soviet Union.
Richard Sale opens a window on the Israel government’s effort to aid Hamas’ growth in his June 18, 2002 United Press International article: In the wake of a suicide bomb attack Tuesday on a crowded Jerusalem city bus that killed 19 people and wounded at least 70 more, the Islamic Resistance Movement, Hamas, took credit for the blast. Israeli officials called it the deadliest attack in Jerusalem in six years. Israeli Prime Minister Ariel Sharon immediately vowed to fight “Palestinian terror” and summoned his cabinet to decide on a military response to the organization that Sharon had once described as “the deadliest terrorist group that we have ever had to face.” Active in Gaza and the West Bank, Hamas wants to liberate all of Palestine and establish a radical Islamic state in place of Israel. It is has gained notoriety with its assassinations, car bombs and other acts of terrorism. But Sharon left something out. Israel and Hamas may currently be locked in deadly combat, but, according to several current and former U.S. intelligence officials, beginning in the late 1970s, Tel Aviv gave direct and indirect financial aid to Hamas over a period of years. Israel “aided Hamas directly — the Israelis wanted to use it as a counterbalance to the PLO (Palestinian Liberation Organization),” said Tony Cordesman, Middle East analyst for the Center for Strategic Studies. Israel’s support for Hamas “was a direct attempt to divide and dilute support for a strong, secular PLO by using a competing religious alternative,” said a former senior CIA official.

The Shocking Truth About The USS Liberty, Israel & Lyndon B Johnson
The USS Liberty murders are arguably Lyndon Johnson’s greatest crime if one does not include deceiving and dragging America into the horrors of the Vietnam War where millions perished.
The USS Liberty event is one of the most important and also one of the highly suppressed events in modern American history.
William F. Buckley, the publisher of the National Review smelled a dead rat: “Is the Liberty episode being erased from history. So it would seem…What has happened to our prying journalistic corps and our editors, normally so indignant of attempted suppression of the news?…We believe that a joint select committee of Congress should investigate the strange case of the USS Liberty…” (Buckley on June 27, 1967).
Why the cover-up? That is because the horrible and grisly truth about the USS Liberty reflects very poorly on Lyndon Johnson, the United States and Israel. Starting at 2PM Mediterranean time on June 8, 1967 Israel bombed, torpedoed, napalmed and even machine gunned the life boats of the USS Liberty.
As I detailed in the second edition (paperback) of my NY Times bestseller The Man Who Killed Kennedy: The Case Against LBJ, Lyndon Johnson was the one who ordered Israel’s IDF (Israeli Defense Forces) to not just sink the USS Liberty, but also to murder every person on board and eliminate any survivors.
The same man who murdered the president John Kennedy in 1963 is the same man who was hell bent on murdering all 294 Americans on board the USS Liberty in June of 1967: Lyndon Johnson.
But why? The Israeli attack on the USS Liberty occurred on the 4th day of the Six Day War, which was a war between Israel and its Arab neighbors Egypt, Jordan and Syria. The Six Day War was a spectacular success for Israel because it succeeded in taking the Golan Heights from Syria, the West Bank from Jordan and the Gaza strip and Sinai Peninsula from Egypt.
Israel began the Six Day War on June 5th with a surprise attack on Egypt and by the end of that day Israel had utterly destroyed the Egyptian air force as it lay sitting on it airfields. Israel within a one day had claimed air superiority over both Egypt (planes destroyed on tarmac) and Syria (2/3 of air force in ruins by end of June 5th).
Even though Israel crushed the Arabs during the Six Day War, that outcome was not known nor foreordained before the war. Perhaps 900 Israelis were killed while its Arab neighbors lost 20,000 people. Israel lost 46 aircraft while the Arabs lost a whopping 452 aircraft, mostly planes.
Israel was secretly coordinating the Six Day War with LBJ and the United States — we were sharing intelligence with the Israelis. One can read Peter Hounam’s fabulous book Operation Cyanide: How the Bombing of the USS Liberty Nearly Caused World War Three (2003) for greater detail.
The reason LBJ ordered the USS Liberty destroyed and all 294 crew members murdered was because he and Israel were going to blame the massacre of the USS Liberty on Egypt so that the United States would have a pretext to attack, bomb and take out Nasser of Egypt who, as author Barry Chamish points out, had drifted into the Soviet camp over the previous ten years.
Author Peter Hounam discovered the smoking gun on LBJ’s participation in the USS Liberty murders when he interviewed former SAC (Strategic Air Command, i.e. nuclear) B-52 pilot Jim Nanjo who told him his nuclear SAC unit in San Diego went on high alert 1-2 hours before the Liberty was attacked on June 8, 1967. Only President Johnson could have given the grave order to go on nuclear high alert, which implies LBJ knew about Israeli attack on the Liberty in advance.
If LBJ knew about attack on the Liberty in advance then it means he orchestrated the whole plot with the Israeli Defense Forces acting on his orders through IDF head Moshe Dayan.
The other smoking gun that indicts LBJ in the USS Liberty murders is what we learned from what Rear Admiral Lawrence Geis told Lt. Commander David Lewis, who was the head of the Liberty’s NSA group. LBJ told Admiral Geiss that he did not give a damn if the ship sank that he would not embarrass an ally (Israel).
Which begs the question, how did Lyndon Johnson know before anyone else that Israel was attacking the USS Liberty?
The emergency SOS flash bulletin that was sent out by the Liberty within 10-15 minutes of it being attacked (assault began 6:58AM Wash DC time) only said: “Liberty is under attack by unknown enemy air and surface units. Request Assistance.” The SOS emergency bulletin said nothing about Israel attacking the ship, although Israel had made numerous overflights of the Liberty earlier in the day.
Johnny Carson used to have a character called Carnac the Magnificent and the Carson schtick was that Carnac could answer a question before it was even asked.
So what was Lyndon Johnson: “Carnac the Magnificent?” Giving the answer that it was Israel attacking the USS Liberty before any other person on the planet knew this? How did that happen? What did Lyndon Johnson “know” before anyone else?
Lyndon Johnson had another “Carnac” moment four years before at 1:20 PM on 12-22-63 in Dallas, TX at Parkland Hospital at the very moment he found out that John Kennedy was dead. LBJ immediately told assistant press secretary Mac Kilduff, who was about to hold a press conference, “Well now Mac before you make that announcement we don’t know what kind of a communist conspiracy this might be.” LBJ said this 30 minutes before the arrest of “communist” Lee Harvey Oswald (the CIA’s pre-selected patsy for the JFK assassination). Lyndon “Carnac the Magnificent” Johnson was immediately saying that a red killed JFK while the rest of the world was just sure that the notorious andvociferous Dallas 1963 was behind the JFK assassination.
In 2002 author Peter Hounam interviewed Liberty survivor Moe Schafer who told him what Sixth Fleet Commander William I. Martin told him:
McGeorge Bundy, the former National Security Advisor for both John Kennedy and LBJ was called in from retirement by LBJ to help manage the U.S. response to the Six Day War. Three and one-half years after theUSS Liberty crisis, Bundy was having dinner with Arthur Schlesinger and Schlesinger remarked that he had read Nikita Khruschev’s account of what it was like to work with Joseph Stalin and Schlesinger remarked that it reminded him of Adolph Hitler.
Bundy’s reply was, “When I read Khrushchev, I was reminded of something else in addition – my last days in the White House with LBJ.” Bundy’s last time in the White House was during the USS Liberty crisis.
The reality is that Lyndon Johnson was a one-man crime wave running through the elite levels of American politics for thirty-five years. His own top Aide Cliff Carter bragged that LBJ had ordered the murder of at least 17 men and as well as his own indiscreet sister.
LBJ murdered JFK and LBJ orchestrated the 34 USS Liberty murders, 171 casualties and LBJ was the singular lunatic who brought the world to the precipice of World War III during the Six Day War.
For anyone who thinks that Israel would have intentionally attacked an American ship and attempt to exterminate all survivors (including machine gunning the Liberty life rafts, a war crime) without the express orders of the head of the American state, please remember that Israel in 1967 was utterly aware that the tall Texan in the White House was their best friend ever. The Jewish Times has gone so far as to say Lyndon Johnson was the USA’s first Jewish president. Lyndon Johnson had been an advocate of Jewish causes from his first moment as a congressman in 1937 and it is just nuts to think Israel would have savagely attacked an American ship unless ordered to do so by Lyndon Johnson personally.
Because Lyndon Johnson had brought the world on the edge of nuclear war in a situation every bit as dangerous as the Cuban Missile Crisis, cooler heads in the USA and USSR decided that relations must be immediately improved between the two nuclear superpowers. That is why the Glassboro Summit Conference was convened June 23-25 in the immediate wake of the Six Day War.
Final note: Admiral John S. McCain, the father of his namesake U.S. Senator John McCain was the person who LBJ assigned to issue a whitewash on the USS Liberty within 10 days.
The report concluded that Israel had accidentally attacked (“a case of mistaken identity”) the USS Liberty despite a mountain of evidence to the contrary. Admiral McCain’s whitewash report was the precise equivalent of the discredited Warren Commission report on the JFK assassination.

National Security Agency Shares Raw Intelligence Including Americans’ Data With Israel

The National Security Agency routinely shares raw intelligence data with Israel without first sifting it to remove information about US citizens, a top-secret document provided to the Guardian by whistleblower Edward Snowden reveals.
Details of the intelligence-sharing agreement are laid out in a memorandum of understanding between the NSA and its Israeli counterpart that shows the US government handed over intercepted communications likely to contain phone calls and emails of American citizens. The agreement places no legally binding limits on the use of the data by the Israelis.

The disclosure that the NSA agreed to provide raw intelligence data to a foreign country contrasts with assurances from the Obama administration that there are rigorous safeguards to protect the privacy of US citizens caught in the dragnet. The intelligence community calls this process “minimization”, but the memorandum makes clear that the information shared with the Israelis would be in its pre-minimized state.
The deal was reached in principle in March 2009, according to the undated memorandum, which lays out the ground rules for the intelligence sharing.
The five-page memorandum, termed an agreement between the US and Israeli intelligence agencies “pertaining to the protection of US persons”, repeatedly stresses the constitutional rights of Americans to privacy and the need for Israeli intelligence staff to respect these rights.
But this is undermined by the disclosure that Israel is allowed to receive “raw Sigint” – signal intelligence. The memorandum says: “Raw Sigint includes, but is not limited to, unevaluated and unminimized transcripts, gists, facsimiles, telex, voice and Digital Network Intelligence metadata and content.”
According to the agreement, the intelligence being shared would not be filtered in advance by NSA analysts to remove US communications. “NSA routinely sends ISNU [the Israeli Sigint National Unit] minimized and unminimized raw collection”, it says.
Although the memorandum is explicit in saying the material had to be handled in accordance with US law, and that the Israelis agreed not to deliberately target Americans identified in the data, these rules are not backed up by legal obligations.
“This agreement is not intended to create any legally enforceable rights and shall not be construed to be either an international agreement or a legally binding instrument according to international law,” the document says.
In a statement to the Guardian, an NSA spokesperson did not deny that personal data about Americans was included in raw intelligence data shared with the Israelis. But the agency insisted that the shared intelligence complied with all rules governing privacy.
“Any US person information that is acquired as a result of NSA’s surveillance activities is handled under procedures that are designed to protect privacy rights,” the spokesperson said.
The NSA declined to answer specific questions about the agreement, including whether permission had been sought from the Foreign Intelligence Surveillance (Fisa) court for handing over such material.
The memorandum of understanding, which the Guardian is publishing in full, allows Israel to retain “any files containing the identities of US persons” for up to a year. The agreement requests only that the Israelis should consult the NSA’s special liaison adviser when such data is found.
Notably, a much stricter rule was set for US government communications found in the raw intelligence. The Israelis were required to “destroy upon recognition” any communication “that is either to or from an official of the US government”. Such communications included those of “officials of the executive branch (including the White House, cabinet departments, and independent agencies), the US House of Representatives and Senate (member and staff) and the US federal court system (including, but not limited to, the supreme court)”.
It is not clear whether any communications involving members of US Congress or the federal courts have been included in the raw data provided by the NSA, nor is it clear how or why the NSA would be in possession of such communications. In 2009, however, the New York Times reported on “the agency’s attempt to wiretap a member of Congress, without court approval, on an overseas trip”.
The NSA is required by law to target only non-US persons without an individual warrant, but it can collect the content and metadata of Americans’ emails and calls without a warrant when such communication is with a foreign target. US persons are defined in surveillance legislation as US citizens, permanent residents and anyone located on US soil at the time of the interception, unless it has been positively established that they are not a citizen or permanent resident.
Moreover, with much of the world’s internet traffic passing through US networks, large numbers of purely domestic communications also get scooped up incidentally by the agency’s surveillance programs.
The document mentions only one check carried out by the NSA on the raw intelligence, saying the agency will “regularly review a sample of files transferred to ISNU to validate the absence of US persons’ identities”. It also requests that the Israelis limit access only to personnel with a “strict need to know”.
Israeli intelligence is allowed “to disseminate foreign intelligence information concerning US persons derived from raw Sigint by NSA” on condition that it does so “in a manner that does not identify the US person”. The agreement also allows Israel to release US person identities to “outside parties, including all INSU customers” with the NSA’s written permission.
Although Israel is one of America’s closest allies, it is not one of the inner core of countries involved in surveillance sharing with the US – Britain, Australia, Canada and New Zealand. This group is collectively known as Five Eyes.
The relationship between the US and Israel has been strained at times, both diplomatically and in terms of intelligence. In the top-secret 2013 intelligence community budget request, details of which were disclosed by the Washington Post, Israel is identified alongside Iran and China as a target for US cyberattacks.
While NSA documents tout the mutually beneficial relationship of Sigint sharing, another report, marked top secret and dated September 2007, states that the relationship, while central to US strategy, has become overwhelmingly one-sided in favor of Israel.
“Balancing the Sigint exchange equally between US and Israeli needs has been a constant challenge,” states the report, titled ‘History of the US – Israel Sigint Relationship, Post-1992’. “In the last decade, it arguably tilted heavily in favor of Israeli security concerns. 9/11 came, and went, with NSA’s only true Third Party [counter-terrorism] relationship being driven almost totally by the needs of the partner.”
In another top-secret document seen by the Guardian, dated 2008, a senior NSA official points out that Israel aggressively spies on the US. “On the one hand, the Israelis are extraordinarily good Sigint partners for us, but on the other, they target us to learn our positions on Middle East problems,” the official says. “A NIE [National Intelligence Estimate] ranked them as the third most aggressive intelligence service against the US.”
Later in the document, the official is quoted as saying: “One of NSA’s biggest threats is actually from friendly intelligence services, like Israel. There are parameters on what NSA shares with them, but the exchange is so robust, we sometimes share more than we intended.”
The memorandum of understanding also contains hints that there had been tensions in the intelligence-sharing relationship with Israel. At a meeting in March 2009 between the two agencies, according to the document, it was agreed that the sharing of raw data required a new framework and further training for Israeli personnel to protect US person information.
It is not clear whether or not this was because there had been problems up to that point in the handling of intelligence that was found to contain Americans’ data.
However, an earlier US document obtained by Snowden, which discusses co-operating on a military intelligence program, bluntly lists under the cons: “Trust issues which revolve around previous ISR [Israel] operations.”
The Guardian asked the Obama administration how many times US data had been found in the raw intelligence, either by the Israelis or when the NSA reviewed a sample of the files, but officials declined to provide this information. Nor would they disclose how many other countries the NSA shared raw data with, or whether the Fisa court, which is meant to oversee NSA surveillance programs and the procedures to handle US information, had signed off the agreement with Israel.
In its statement, the NSA said: “We are not going to comment on any specific information sharing arrangements, or the authority under which any such information is collected. The fact that intelligence services work together under specific and regulated conditions mutually strengthens the security of both nations.
“NSA cannot, however, use these relationships to circumvent US legal restrictions. Whenever we share intelligence information, we comply with all applicable rules, including the rules to protect US person information.”
